Background

Since the passing of the Hunting Act 2004, fox hunting and other forms of hunting with hounds have continued almost unabated across England and Wales, with only lip service paid to the concept of “trail hunting” – a practice that has only ever existed on paper. In reality, hunting never ceased, and hunts continue to kill wildlife, abuse dogs, antagonise locals, and disrupt rural life.

Enforcement of hunting law has been difficult, prosecutions rare, and convictions even rarer. The 2004 Act, while a significant step, failed to account for the determination of hunts to evade the law.

More recently, the Hunting with Dogs (Scotland) Act 2023 offered hope by promising to strengthen the law north of the border. Yet even this updated legislation has fallen foul to legal loopholes that allow hunts to continue.

What’s become clear is that early oversight and scrutiny is vital before the law changes in England and Wales, and that a simple trail hunting ban will not be enough to finally end hunting with hounds.

Our Mission

Parliamentarians, experts and stakeholders coming together to author the gold standard in hunting legislation, that will finally deliver a watertight ban on hunting with hounds.

Structure

  • Advisory Panel: Composed of wildlife experts, hunting activists, legal professionals, academics, and animal welfare campaigners. This panel informs policy proposals and ensures the law is designed with insight from those who have experienced its failings firsthand.

  • Parliamentary Committee: A group of supportive MPs and Peers working across party lines to champion legislation in Westminster. The committee meets regularly to review policy and coordinate parliamentary engagement.

Together, these two bodies drive the campaign’s strategy and legislative aims, with cooperation and collective ownership at the heart of our process.
